Health and Safety Executive and Cattle Attacks

The Health and Safety Executive (HSE) is the official body responsible for regulating workplace health and safety in the UK. Since a farm is a “workplace” for farmers, any attacks involving cattle should be reported to the HSE.

The HSE is more likely to take action if there have been several reports about the same farm, so please don’t think your incident is too minor to matter.

You can report an attack to the HSE here: https://www.hse.gov.uk/contact/tell-us-about-a-health-and-safety-issue.htm

  1. Hi, please could you let me know do farmers who graze their land on other landowners (in this case Council owned) land have to have Public Liability insurance or would this be on the Council?

    1. Hi Karen, as far as I am aware, no farmer HAS to have public liability insurance, it’s voluntary, not mandatory. (We think they should have, by the way.) I assume the council would have public liability insurance and that this would cover livestock on their fields.

  2. Aggressive incidents regarding cows have increased in my area since lockdowns stopped many walkers crossing the paths of herds. I feel that the warning signs should advise walkers not to enter any areas where cows are openly grazing close to footpaths, and should not differentiate where dog-walking is concerned.
    Best wishes, Pete.

    1. The problems we face is coming across a field of cows part way round a 13mile circular walk. It isn’t always possible or desirable to just turn back. Alternatives should be available.

      1. I also agree that the best option would be for the farmer to put signs giving directions to alternative paths to avoid the field where cattle are grazing. I oppose the idea of having to walk between two barbed wire fences. We were chased early May 2023 by a herd and escaped with cuts and bruises when climbing over barbed wire fences. Cows are fierce but are such beautiful animals.

      2. Agree. If you need to climb a wall or a fence at speed then barbed wire is ridiculous. What are they afraid of? The cows climbing out?😂. Really if they let you use the periphery with an easily scaled wall or regular stiles/standing blocks and an alternative path of the other side, job done 😀👍

  3. We need to move away from deaths and name all aggressive incidents as the outcome is a matter of chance and death could be the outcome and serious injuries often are and yet are brushed over.
